This colloquium will be on a new paper that is being developed on tools for intelligent benchmark regulation, based on Harsha de Silva and Tahani Iqbal’s presentation on Price & Affordability Indicators at the WDR Expert Forum in Singapore. The tools under consideration are price baskets and price elasticity of demand.
Sri Lanka: Cutting it Mobile phone use is taking off in Sri Lanka – though not, perhaps, in ways that service operators might have hoped. FROM THE ECONOMIST INTELLIGENCE UNIT In the world’s poorer countries, the purchase of a mobile phone has become increasingly affordable. Using it, however, can still be a struggle. Low-income mobile phone owners in Sri Lanka are getting around this problem with a novel method for keeping costs down. Known as ring cutting, mobile phone subscribers rely on ring tones to communicate with others, rather than actually staying on the line to talk.
By Rohan Samarajiva The findings of a pilot project on learning how information-communication technologies and community-based training can help in responding to disasters such as tsunamis were discussed by community leaders and international experts at a workshop on “SHARING KNOWLEDGE ON DISASTER WARNING, WITH A FOCUS ON COMMUNITY-BASED LAST–MILE WARNING SYSTEMS” held on March 28th and 29th, 2007 at the Sarvodaya headquarters in Moratuwa. These finding ranged from the difficulties experienced in communicating disaster warnings to villages when mobile GSM and fixed CDMA telecom networks were not functional due to conflict conditions to the importance of not leaving newspapers on top of sensitive electronic equipment which can overheat and shut down as a result. In terms of the five communication technologies that were evaluated across multiple criteria, the addressable satellite radio sets and the java-enabled mobile phones performed the best, with the GSM-based community warning device developed locally by Dialog Telekom, MicroImage and University of Moratuwa following closely. Sahana, an entirely volunteer effort to create technology for managing large-scale relief efforts, is the recipient of the 2006 Free Software Foundation Award for Projects of Social Benefit. Sahana was created by the Lanka Software Foundation, in the wake of the tsunami that devastated Southeast Asia in 2004, to compensate for the devastating consequences of a government attempt to manually manage the process of locating victims, distributing aid and coordinating volunteers.The Free Software Award for Projects of Social Benefit is presented to a free software project that intentionally and significantly benefits society through collaboration to accomplish an important social task. Sahana is built completely on donated funds and volunteer effort coordinated by Lanka Software Foundation. It has been officially deployed by the governments of Sri Lanka, Pakistan, the Philippines, and Indonesia.
Rohan Samarajiva  | LankaBusinessOnline Fixed or Mobile      March 28, 2007 (LBO) – It seems like a no-brainer: A mobile phone is better than a fixed phone, especially in Sri Lanka. The costs of getting a connection are lower: a new phone and SIM can cost as little as LKR 4,000, while SLTL charges around LKR 20,000 for a fixed connection and its competitors charge around LKR 10,000.   Mobile phones are easy to use. They have built in directories and allow texting, though now these features are now available on the fixed CDMA phones as well. Calling people instead of places that people are associated with seems obviously better, unless you don’t want to be reached.
Sonal Desai | CXOToday.com Mumbai, Mar 27, 2007: Mobile penetration will penetrate the homes of bottom or pyramid (BOP) families in India, Pakistan and Sri Lanka, a study instituted by LIRNEasia has found. Titled, “Teleuse on a Shoestring- A Study of the Financially Constrained in Asia,” it interviewed and maintained diaries of respondents from Thailand and Philippines besides the above mentioned countries. A C Nielsen conducted the fieldwork. International Development Research Center (IDRC), Canada funded the research.

Believe it or not, 82% people at the bottom of pyramid (BoP) in India use someone else’s phone. Only 9% people in India use their own mobile phones and an equal percentage use their household fixed line phone, according to a yet-to-be-released study ‘Teleuse on a Shoestring’ by a Sri Lanka-based non-profit research organisation LIRNEasia. LIRNEasia conducted a media workshop to present findings from the Teleuse@BOP project in Singapore on Feb 28, 2007. Teleuse@BOP (Shoestrings 2) is a large sample study undertaken by LIRNEasia on how low-income groups benefit from telecom and how the access pattern differs in five Asian countries, namely India, Pakistan, Sri Lanka, Philippines and Thailand. The research looks at the use and ownership of telephones, what kinds of phones people use and why, the perceived benefits, expenditure on telephones and the barriers to telecom use in the five countries. The study, Teleuse@BOP, is the second study of this nature that LIRNEasia has conducted. It has brought out several interesting findings, which would provide valuable insights into the telecom user space in these Asian countries.

LIRNEasia in partnership with Sarvodaya, is organizing the concluding events of “Evaluating Last-Mile Hazard Information Dissemination Research Project” in Moratuwa, Sri Lanka on 28-29 March 2007.  This “Last-Mile” project reflects Sarvodaya and LIRNEasia’s shared objective of evaluating the suitability of information communication technology (ICT) in the last mile of a national disaster warning system for Sri Lanka and possible extension to other developing countries. A major part of the concluding events is the forum entitled, “Sharing knowledge on disaster warning, with a focus on community-based last-mile warning systems”, which will be held on 28-29 March 2007 at the Sarvodaya Damsak Mandiraya (Sarvodaya Main Campus) in Moratuwa. The conference intends to bring together knowledge from the South Asia Region to Sarvodaya for a forum on practical solutions for communicating risk information to rural communities. The events also include a Media Conference on 30 March 2007.

Sri Lanka’s telecom sector soared in 2006 to 7.3 million users, led by a 59% jump in new mobile phone connections on competition and falling call rates, an AFP report said.    Quoting the industry watchdog Sri Lanka Telecommunications Regulatory Commission, the AFP report said despite a waiting list of around 366,000 for fixed-line phone services, mobile phones, including GSM and CDMA systems, had allowed rural residents to get phone services immediately.   The AFP report further said fixed-line subscribers rose to 1.9 million in 2006 from 1.
The ITU has just released Measuring the Information Society 2007: ICT Opportunity Index and World Telecommunication/ICT Indicators. This report includes the annual data on basic telecom indicators, which many rely on for research, writing and policy formulation. Contrary to the title, the data are from 2005, but still, this is one of the few sources of comprehensive data where all countries are represented. This particular report also ranks countries by something called the ICT Opportunity Index. According to this ranking, Zimbabwe (Rank = 127) has greater ICT opportunities than Pakistan (139), India (133) and Sri Lanka (128).
There is a growing call for the use of open source content standards for all-hazards, all-media alert and notification systems. Content standards such as Common Alerting Protocol (CAP), Emergency Data Exchange Language (EDXL) and others promise to improve the interoperatiblity of hazard information systems at both the internetworking and last-mile stages of distribution. Despite the promise that these standards hold for improved disaster management, there is limited understanding of specific implementation issues and challenges associated with the use of content standards for last-mile alert and notification system. This is especially the case in developing countries, such as Sri Lanka, where community-based hazard information systems are being introduced to complement and extend the functionality of national and regional systems.
