Gordon Gow, a lead researcher in the Last-Mile Hazard Warning System (LM-HWS) Pilot (HazInfo project), presented the paper titled – “Community-based Hazard Warnings in Sri Lanka: Performance of Alerting and Notification in a Last-Mile Message Relay” at the 1st Wireless Rural and Emergency Communications (WRECOM) Conference in Rome, Italy, Oct 01-02. One of Gordon Gow’s key contributions to the HazInfo project was the Common Alerting Protocol Profile for Sri Lanka, which was a hard case as far as integrating the multi-language scenario as it is the case in Sri Lanka. The CAP Profile for Sri Lanka was designed for disseminations in Sinhala, Tamil, and English languages. Such a complex profile of CAP was field tested in Sri Lanka’s HazInfo project. This was the first time a Multilanguage profile was field tested in the World.
The HazInfo paper titled “Last-Mile Hazard Warning in Sri Lanka: Performance of WorldSpace Satellite Radios for Emergency Alerts”, coauthored by Srinivasan Rangarajan, PhD (Senior Vice President Engineering, WorldSpace), Peter Anderson (Associate Professor, Simon Fraser University), Gordon Gow, PhD (Assistant Professor, University of Alberta), and Nuwan Waidyanatha (Project Manager, LIRNEasia) was accepted for oral/poster presentation at the Wireless Personal Multimedia Communications (WPMC) at The Birla Science and Technology Center in the heart of Jaipur, India, December 03 – 06, 2007. WorldSpace, a lead technology partner in the HazInfo research project, field tested 16 Addressable Radios for Emergency Alerts (AREAs) in the Sarvodaya Communities and 34 AREAs in the Sarvodaya District Centers. Although the AREA solutions lacked bi-directional communication and seemed the least effective, the AREA solution proved to be the most reliable that worked with utmost certainty and greatest efficiency even when GSM and CDMA cells were deactivated for over 2 months, at the beginning of this year, during military operations in the conflict prone North-East regions of Sri Lanka. Talking CAP in Harbin, ISCRAM-CHINA 2007

Common Alerting Protocol (CAP) was the talk of the town in Harbin at the ISCRAM-CHINA workshop, which took place August 26-27, 2007. The event was jointly organized by the ISCRAM-Community and the School of Economics and Management – Harbin Engineering University. The workshop was a post-conference meeting to the International Disaster Reduction Conference (IDRC), which took place 21-25 August, 2007. LIRNEasia project manager, Nuwan Waidyanatha, was 1 of 2 Sri Lankan delegates invited to present a research paper and the other was Chamindra De Silva of Lanka Software Foundation – Sahana Project. LIRNEasia presentation titled “Common Alerting Protocol Message Broker for Last-Mile Hazard Warning System in Sri Lanka: An Essential Component” was 1 of 115 papers published in the workshop proceedings.

Paper titled “Community-based Hazard Warnings in Rural Sri Lanka: Performance of a Last-Mile Message Relay”, authors – Gordon Gow (Associate Professor, Faculty of Extensions, University of Alberta, Canada), Peter Anderson (Associate Professor, Department of Telematics, Simon Fraser University, Canada), and Nuwan Waidyanatha (Project Manager, Last-Mile Hazard Warning Systems, LIRNEasia, Sri Lanka), will be presented at the 1st Wireless Rural Emergency Communication Conference. The WRECOM 2007 Conference is jointly organized by the University of Rome “Tor Vergata”, the IEEE Communications Society and the Vehicular Technology/Communications Society joint Chapter Italy Section. The conference will take place in Rome, October 1-2, 2007. The HazInfo project realized that early warnings via Information Communication Technology (ICT) must be a point-to-multi-point application and is best accommodate by Wireless ICTs. The HazInfo pilot included outfitting and field-testing an initial 32 villages with various combinations of wireless communication equipment, which could provide features such as: early warning wake-up, addressability and provision of information in three languages (English, Sinhalese and Tamil).
The HazInfo paper on CAP titled — Hazard Warnings in Sri Lanka: Challenges of Internetworking with Common Alerting Protocol, has been published in the ISCRAM proceedings. The conference took place from 13-16 May 2007in Delft, The Netherlands. The final program of the 4th International Conference on Information Systems for Crisis Response and Management available on their website. It contains the complete program, including the abstracts of all papers and presentations. Conference was held at the Techniche Universiteit Delft.
By Rohan Samarajiva The findings of a pilot project on learning how information-communication technologies and community-based training can help in responding to disasters such as tsunamis were discussed by community leaders and international experts at a workshop on “SHARING KNOWLEDGE ON DISASTER WARNING, WITH A FOCUS ON COMMUNITY-BASED LAST–MILE WARNING SYSTEMS” held on March 28th and 29th, 2007 at the Sarvodaya headquarters in Moratuwa. These finding ranged from the difficulties experienced in communicating disaster warnings to villages when mobile GSM and fixed CDMA telecom networks were not functional due to conflict conditions to the importance of not leaving newspapers on top of sensitive electronic equipment which can overheat and shut down as a result. In terms of the five communication technologies that were evaluated across multiple criteria, the addressable satellite radio sets and the java-enabled mobile phones performed the best, with the GSM-based community warning device developed locally by Dialog Telekom, MicroImage and University of Moratuwa following closely. The VSAT based warning system did not perform too well in the tests. There is a growing call for the use of open source content standards for all-hazards, all-media alert and notification systems. Content standards such as Common Alerting Protocol (CAP), Emergency Data Exchange Language (EDXL) and others promise to improve the interoperatiblity of hazard information systems at both the internetworking and last-mile stages of distribution. Despite the promise that these standards hold for improved disaster management, there is limited understanding of specific implementation issues and challenges associated with the use of content standards for last-mile alert and notification system. This is especially the case in developing countries, such as Sri Lanka, where community-based hazard information systems are being introduced to complement and extend the functionality of national and regional systems. Wolf says that relaying the warning from central governments to their people remains a major challenge. “The technical side is quite easy to install because this is just technology we know,” he explained. “Once the warning shows up in the national warning system in a country, the difficult part is for a country to set up an internal civil defense system to get the warnings to the endangered areas and to the last mile.

Learning to Respond Intelligently

Often a response is a result of a stimulus. Evacuation drills are stimulus-response models; the drill is activated by a siren and the people are expected to react by hurrying to safety zones, in most cases defined by the community’s response plan; i.e. activating an existing emergency response plan.Social Cognition is encoding, storing, and retrieving social information and applying the cognition to social situations.
The report presents a summary of the comments and observations made in the presentations and panel discussions on the 7 sessions of the Forum: Using ICTs for Effective Disaster Management. The Forum is an output of the CTO regional capacity building programs. The comments and observations made in this report are based on the outline of the Forum’s program, CTO suggested disaster management matrix, from observations made, and conversations with stakeholders at a Forum held at the Heritance Hotel in Ahungalla, Sri Lanka, 26-29 June 2006. The intent of this report is to identify issues for further consideration regarding the social scientific methodology of using ICTs in Disaster Management and to provide a set of notes that mention the various core activities of the participating stakeholders. Rohan Samarajiva and Gordon Gow developed a set of standard operational procedures for the Last-Mile Hazard Warning System. The manual titled “Guidelines for HIH“, provides the steps and actions need be taken by the actors and entities of the Sarvodaya’s Last-Mile Hazard Warning System. A 1-day workshop was held today at the Sarvodaya Community Disaster Management Center, “Samana Teta”, to train and introduce the literature in the guidelines to the HIH staff members. Another workshop will be held on July 21, 2006 to introduce the standard operational procedures to the Community First-Responders. The program is a 1 day event to be held at the Sarvodaya Damsak Mandiraya in Moratuwa.
