On 12 September 2007 the Tamil Nadu Government asked the coastal districts to remain on alert following fears of tsunami in the wake of the 7.9 magnitude powerful earthquake that rocked Sumatra near Indonesia. After the Union Home Ministry sounded an alert, the State Government instructed the district collectors of Chennai, Kancheepuram, Cuddalore, Nagapattinam, Thanjavur and Kanniyakumari to remain on high alert to meet any eventuality. On being alerted, the district administrations sounded the alert. In the aftermath of the events following the alert a lightning survey was conducted by the Academy for Disaster Management Education, Planning and Training’s (ADEPT) community volunteers (Community Support Leaders or CSLs).

The Indian Ocean tsunami of 2004, which killed at least 230,000 people, would have been a tragedy whatever the level of preparedness; but even when disaster strikes on a titanic scale, there are many factors within human control—a knowledgeable population, a good early-warning system and settlements built with disasters in mind—that can help to minimise the number of casualties.
:The Daily Star: Internet Edition Sarvodaya, Sri Lanka’s largest community-based organisation, and LIRNEasia, a regional ICT policy think-tank, collaborated on a 32-village pilot project that sought to identify the best technologies for reaching villages; to identify the significance of organisational strength and training for risk reduction; and to assess the participation of women in these activities.The community-based approach implemented in the project is different from a public-warning approach, but has lessons for government communications with first responders and for community organisation and training as well. For example, the project field tested addressable and remotely activated satellite radios that have coverage over the entire Bay of Bengal region. Other equipment deployed included Java and Symbion enabled mobile handsets capable of generating loud alarms and multi-language alert messages. The Bangladesh Network Office for Urban Safety (BNUS) of the Department of Civil Engineering, Bangladesh University of Engineering and Technology (BUET) is co-organising a workshop with LIRNEasia entitled “Sharing Knowledge on Disaster Warning: Community-based Last Mile Warning Systems” to discuss the findings of the Last Mile Hazard Warning System (Hazinfo) Pilot Project as well as share the lessons of community-based last mile warning systems in Bangladesh.

No progress on dam safety in Sri Lanka

A member of the Presidential Commission on the Tsunami has written an informative article on floods, dam breaches and the lack of warning about them. Twenty one years after Kantale, 2.5 years after the tsunami, 1.5 years after we handed over our extensive report on dam safety to the Disaster Management Center, more sensible writing on the subject. The analysis is done, the remedies known, now is the time for implementation.

It was certainly not an exemplary implementation of pre-determined and meticulously planned disaster avoidance activities. Did it make the vulnerable communities feel more secure? We assume that the failure of the Hikkaduwa tower will be examined as part of the comprehensive review the Minister has called for. The important thing is to think about warning as a chain with many links. If one link breaks, the chain breaks. The conclusions are that one must minimize the number of links and ensure that each is link is robust. It appears from the story that a link in the Galle district failed.

Review of tsunami warning/alert

The Minister is to be commended for initiating the review of the alert process that went from alert to evacuation in minutes. Sri Lanka News | Online edition of Daily News – Lakehouse Newspapers Disaster Management Minister Mahinda Samarasinghe, called for an immediate review of the tsunami alert process that was put into operation on September 12 to learn from the experience and refine procedures the Disaster Management and Human Rights Ministry in a release said.He stated that the successful exercise could prove a platform for future improvements to the early warning process making it more effective and efficient.
Thailand’s response to Bengkulu was far superior to that of others.  However, an excellent editorial in the Bangkok Post points out how they could do even better.  The para below fits perfectly with our interest in developing a fast, reliable system for informing the media.   Maybe I should send the letter we sent to the Sri Lanka DMC to Smith Dharmasarojana. The Secretary of the Ministry of Disaster Management and Human Rights, Mr P. D. Amarasinghe joined LIRNEasia on a visit to Mirissa South, one of the best performing villages in the HazInfo Last-Mile project on 11 September 2007. The visit was organized by the Sarvodaya Community Based Disaster Management Center. The Matara District Sarvodaya Office and the Mirissa Sarvodaya Society hosted us.
On Friday, September 7, 2007, the Ministry of Disaster Management and Human Rights (MDMHR), with the support of LIRNEasia, held a meeting on “The Role of Telecom Operators and Broadcasters in a National Public Warning System” with a six of the eight major telecom operators, as well as several disaster management-related government agencies (NBRO, Irrigation Dept., Meteorology Dept., CCP, etc.), UNDP, and a few technical institutes. Talking CAP in Harbin, ISCRAM-CHINA 2007

Common Alerting Protocol (CAP) was the talk of the town in Harbin at the ISCRAM-CHINA workshop, which took place August 26-27, 2007. The event was jointly organized by the ISCRAM-Community and the School of Economics and Management – Harbin Engineering University. The workshop was a post-conference meeting to the International Disaster Reduction Conference (IDRC), which took place 21-25 August, 2007. LIRNEasia project manager, Nuwan Waidyanatha, was 1 of 2 Sri Lankan delegates invited to present a research paper and the other was Chamindra De Silva of Lanka Software Foundation – Sahana Project. LIRNEasia presentation titled “Common Alerting Protocol Message Broker for Last-Mile Hazard Warning System in Sri Lanka: An Essential Component” was 1 of 115 papers published in the workshop proceedings.

Second Tsunami-Detection Station To Bolster Indian Ocean System As part of the U.S. effort, in December 2006, NOAA experts and Thai government officials put a deep-ocean assessment and reporting of tsunamis (DART) station in the Indian Ocean, halfway between Thailand and Sri Lanka. Engineers work to reconnect Peru
