Smith Dharmasarojana is a hero to those in the disaster risk-reduction field. He was the Met Chief who raised the flag re a tsunami hitting Thailand well before 2004 December. He lost his job as a result. When the 2004 Indian Ocean tsunami did hit, he was recalled and made the disaster-preparedness czar. Because of his drive, Thailand is among the best prepared for a tsunami or similar disaster today.

Paper titled “Community-based Hazard Warnings in Rural Sri Lanka: Performance of a Last-Mile Message Relay”, authors – Gordon Gow (Associate Professor, Faculty of Extensions, University of Alberta, Canada), Peter Anderson (Associate Professor, Department of Telematics, Simon Fraser University, Canada), and Nuwan Waidyanatha (Project Manager, Last-Mile Hazard Warning Systems, LIRNEasia, Sri Lanka), will be presented at the 1st Wireless Rural Emergency Communication Conference. The WRECOM 2007 Conference is jointly organized by the University of Rome “Tor Vergata”, the IEEE Communications Society and the Vehicular Technology/Communications Society joint Chapter Italy Section. The conference will take place in Rome, October 1-2, 2007. The HazInfo project realized that early warnings via Information Communication Technology (ICT) must be a point-to-multi-point application and is best accommodate by Wireless ICTs. The HazInfo pilot included outfitting and field-testing an initial 32 villages with various combinations of wireless communication equipment, which could provide features such as: early warning wake-up, addressability and provision of information in three languages (English, Sinhalese and Tamil).
Thailand continues with its program of tsunami evacuation drills.   This website has reported on the evacuation drills organized by Sarvodaya and LIRNEasia as part of the pilot project.   We will be pleased to disseminate information about the government’s drills as well.   ThaisNews On Thursday 26 July, we had our Special report at the Tsunami evacuation drill in Patong. Later we had an interview with the Director General of the Sri Lanka Disaster Management Center and a representative from Maldives, who were observing the drill.
IDRC New Delhi organized a visit by 10 colleagues from the MS Swaminathan Institute and related organizations to Sarvodaya for a knowledge exchange exercise. LIRNEasia and Sahana (Lanka Software Foundation) were among those invited to make presentations to the group. In addition, LIRNEasia also helped in organizing a demonstration of the alerting technologies from the Last-Mile Project during the field visit to Brahmanawatta in Balapitiya. LIRNEasia made presentations on the role of ICTs in disaster risk reduction and Early warning systems in disaster risk reduction. The discussion was lively and addressed issues of the nature of linkage with government early warning systems and the difficult problems of developing effective methods of communicating the message within the villages.
Lebanon’s mobile phone provider MTC has launched a benchmark report titled, “Mobility: A Nation Under Siege”. It analyses the vital role played by mobile telecommunications in assisting disaster recovery within Lebanon during the Israeli-Lebanese conflict in July 2006.  The report contains unique insights in to the reliability of telecoms infrastructure throughout the conflict and examines the reasons why mobile communications played a pivotal role in ensuring that families stayed in touch, the population received food and medical supplies to the correct locations and emergency services could effectively plan their disaster response procedures. European Parliament – News – Headlines – Article – Post Tsunami reconstruction – triumph or tragedy? Mr Jayantha Samarasinghe of the Sri Lanka reconstruction agency told MEPs of how reconstruction efforts were proceeding. Among the figures he cited were that 134 of the 183 damaged schools were back in action, 80 railway bridges had been rebuilt and 75% of the fishing sector had been restored.In terms of early warning he said that the Dutch government had donated 50 Tsunami early warning towers. He also said that villages in coastal regions in danger of flooding had all worked out “escape routes” to higher ground.
Readers of this website will know that from 2005 we have been pushing hard for action to reduce the risks of disasters and to better prepare people to save their lives.  Starting from an effort to get government to create a national early warning system, we shifted to community-based disaster preparedness work at the last mile in association with Sarvodaya.   It is heartening to see the risk reduction focus gaining acceptance worldwide:  News & Broadcast – Global Gathering Seeks to Reduce Disaster Risk Nations and institutions are looking for other ways to protect an estimated 3.4 billion people living in areas prone to at least one natural hazard, such as flooding, hurricanes, earthquakes. A Global Hotspots Analysis conducted by the World Bank and Columbia University estimates 105 million people are exposed to three or more natural hazards.

The HazInfo paper on CAP titled — Hazard Warnings in Sri Lanka: Challenges of Internetworking with Common Alerting Protocol, has been published in the ISCRAM proceedings. The conference took place from 13-16 May 2007in Delft, The Netherlands. The final program of the 4th International Conference on Information Systems for Crisis Response and Management available on their website. It contains the complete program, including the abstracts of all papers and presentations. Conference was held at the Techniche Universiteit Delft.
Serving Sri Lanka: Indian Ocean tsunami warning capabilities improving Addressable satellite radio sets were found to be the best alerting technology of the community disaster warning pilot project conducted by LIRNEasia and Sarvodaya. Java enabled mobile phones which has a wake up siren came next. The GSM based remote alarm device developed locally by Dialog Telekom, MicroImage and University of Moratuwa followed closely. It has both light and siren.Findings of this project on learning how information-communication technologies and community based training can help in tsunami and other disaster situations had been discussed by community leaders and international experts at a workshop on “Sharing Knowledge on Disaster Warning with a Focus on Community-Based Last-Mile Warning Systems” at the Sarvodaya Headquarters in Moratuwa recently.
Nuwan Waidyanatha, the Project Manager of the Last-mile HazInfo Project, has been invited to speak on the findings of the project at an important regional event attended by a host of dignitaries including the Director of ITU-D, Mr Sami Al-Basheer, the seniormost official dealing with disaster issues in the UN system, Sir David Veness, and Mr Cherif Ghaly, the chair of the UN Working Group on Emergency Telecom.  Draft program is here. Nuwan will speak on the lessons of the on-the-ground technology evaluations conducted by LIRNEasia and Sarvodaya in a majority of the tsunami-affected districts of the island, reported at the workshop in March.  It is a significant recognition that a speaker from an organzation that has existed only for 2.5 years has been invited to a major disaster telecom event outside the Asia-Pacific region.
By Rohan Samarajiva The findings of a pilot project on learning how information-communication technologies and community-based training can help in responding to disasters such as tsunamis were discussed by community leaders and international experts at a workshop on “SHARING KNOWLEDGE ON DISASTER WARNING, WITH A FOCUS ON COMMUNITY-BASED LAST–MILE WARNING SYSTEMS” held on March 28th and 29th, 2007 at the Sarvodaya headquarters in Moratuwa. These finding ranged from the difficulties experienced in communicating disaster warnings to villages when mobile GSM and fixed CDMA telecom networks were not functional due to conflict conditions to the importance of not leaving newspapers on top of sensitive electronic equipment which can overheat and shut down as a result. In terms of the five communication technologies that were evaluated across multiple criteria, the addressable satellite radio sets and the java-enabled mobile phones performed the best, with the GSM-based community warning device developed locally by Dialog Telekom, MicroImage and University of Moratuwa following closely. Sahana, an entirely volunteer effort to create technology for managing large-scale relief efforts, is the recipient of the 2006 Free Software Foundation Award for Projects of Social Benefit. Sahana was created by the Lanka Software Foundation, in the wake of the tsunami that devastated Southeast Asia in 2004, to compensate for the devastating consequences of a government attempt to manually manage the process of locating victims, distributing aid and coordinating volunteers.The Free Software Award for Projects of Social Benefit is presented to a free software project that intentionally and significantly benefits society through collaboration to accomplish an important social task. Sahana is built completely on donated funds and volunteer effort coordinated by Lanka Software Foundation. It has been officially deployed by the governments of Sri Lanka, Pakistan, the Philippines, and Indonesia.

Call for Abstracts: Hazards and Disasters Researchers Meeting The Hazards and Disasters Researchers Meeting, on July 11-12 in Boulder, Colorado (immediately following the 32nd Annual Natural Hazards Research and Applications Workshop), is requesting submissions of scholarly research on all aspects of hazards and disaster research from all disciplinary perspectives. In the aftermath of the 2004 Indian Ocean tsunami, the World Dialogue on Regulation carried a discussion on regulatory responses to disasters. It appears that this discussion has continued relevance to developed countries as well, as seen in this communication from the National Regulatory Research Institute in the US: “Severe January ice storms left over 450,000 customers from Texas and Oklahoma to Michigan, New York, and New Hampshire without power. In Oklahoma, sleet and freezing rain built up ice four inches thick, bringing down trees and power lines, leaving some customers without power for as much as a week. Commissions typically investigate a utility’s response to a long-term major outage, and these severe winter storms will cause regulators to refocus on outage management and restoration issues. An ongoing NRRI study on electricity outages recommends that regulators make their expectations of electric utilities more specific and investigates regulatory approaches that encourage adoption of efficient outage management and restoration systems.
