It was certainly not an exemplary implementation of pre-determined and meticulously planned disaster avoidance activities. Did it make the vulnerable communities feel more secure? Or did it merely add to the confusion and chaos?

The September 12th Bengkulu earthquake shows that this is unlikely to be the case in the future. We have seen that the new institutions created since the 2004 tsunami have the will and the capacity to act.
The National Disaster Warning centre (NDWC) Thailand, has defended its decision not to issue an early tsunami alert after the 8.4-magnitude earthquake off the west coast of Indonesia’s Sumatra Island on Wednesday evening. Instead, the NDWC made a broadcast three hours later telling people there was no cause for alarm. Centre chairman Smith Dharmasarojana said yesterday the delay was based on a thorough analysis of the situation. The NDWC decided against a sudden TV broadcast to warn people about a possible tsunami because it predicted the quake, which struck about 6.
Second Tsunami-Detection Station To Bolster Indian Ocean System As part of the U.S. effort, in December 2006, NOAA experts and Thai government officials put a deep-ocean assessment and reporting of tsunamis (DART) station in the Indian Ocean, halfway between Thailand and Sri Lanka. (See related article.)DART systems provide real-time tsunami detection as waves travel across open waters, and each station is linked to a satellite for real-time data transmission on global networks.
Smith Dharmasarojana is a hero to those in the disaster risk-reduction field. He was the Met Chief who raised the flag re a tsunami hitting Thailand well before 2004 December. He lost his job as a result. When the 2004 Indian Ocean tsunami did hit, he was recalled and made the disaster-preparedness czar. Because of his drive, Thailand is among the best prepared for a tsunami or similar disaster today.
The ITU’s World Information Society Report 2007 contains the following discussion of one of LIRNEasia’s flagship products, the Telecom Regulatory Environment (TRE) assessment, in Chapter 2, Bridging the digital divide (p. 32). “One innovative approach adopted recently in the Asian market is to try to quantify the extent of sector reform. Despite having no license and enjoying 50% subsidized airtime, Grameen Telecom’s Village Phone project is no longer viable in Bangladesh due to fierce competition. Senegal’s telecenters are disappearing for the same reason.  In the backdrop this trend, Qualcomm has worked with local authorities to launch a wireless connectivity for rural medical and educational services in southern Thailand. Qualcomm will donate telemedicine equipment for two public health stations on the two islands of Koh Panyee and Ban Pakkoh.   Desktop computers and wireless connectivity equipment also will be provided to the nearest main hospital in Phang Nga, connecting the public health stations with the hospital, enabling them to transmit data to the hospital and benefit from real-time access to doctors.

Dhaka, June 1 (bdnews24.com)—Maritime thieves have stolen at least 11-kilometres Vietnamese portion of Thailand bound SEA-ME-WE3 submarine cable and sold the 100 tons of illicit cargo as scrap, reported VietNamNet Bridge online newspaper Tuesday. Such bizarre underwater international telecoms infrastructure robbery occurred on March 25 and since then Vietnam’s Internet users have been struggling with far slower speed. The broken cable system, named TVH, was built in 1993-1995, connecting Thailand, Vietnam and Hong Kong with a capacity of 560 megabits per second. The Vietnam Telecom International (VTI) got puzzled when the cable went down.
Thailand plans to revise the registration process for prepaid mobile phone users, saying it has been loosely controlled and free SIM cards were being distributed widely without user registration. Information and Communications Technology Minister Sitthichai Pookaiyaudom expressed concern that some operators are distributing free prepaid SIM cards without registering user names as required. The cards can be activated immediately without registration. He said that prepaid SIM cards were tightly controlled during the previous government to prevent them from being used by southern insurgents to detonate bombs. But it was relaxed since the final months of last year.

Sri Lanka: Cutting it Mobile phone use is taking off in Sri Lanka – though not, perhaps, in ways that service operators might have hoped. Low-income mobile phone owners in Sri Lanka are getting around this problem with a novel method for keeping costs down. Known as ring cutting, mobile phone subscribers rely on ring tones to communicate with others, rather than actually staying on the line to talk.

Titled, “Teleuse on a Shoestring- A Study of the Financially Constrained in Asia,” it interviewed and maintained diaries of respondents from Thailand and Philippines besides the above mentioned countries. A C Nielsen conducted the fieldwork. International Development Research Center (IDRC), Canada funded the research.
