BOP strategy in the Caribbean

Dr Hans Wijayasuriya, the CEO of Dialog Telekom, Sri Lanka’s largest mobile operator, gave an illuminating talk on his company’s BOP strategy on the 27th of September, at the Central Bank lecture series.   He claims that his company was the first in the region to move away from a focus ARPU to a profit-per-minutes focus as early as 1997-98.   Here is another mobile operator who is doing well with a similar strategy. Missed calling (also referred to as beeping, flashing and many other names) has been most talked about in Africa; Johnathan Donner has been talking and writing about it for some time now; his research provides interesting insights into what he calls the ‘rules’ of beeping. A recent Reuters article looks at the growing phenomenon in not only Africa but other regions too. LIRNEasia’s Teleuse@BOP survey findings also show that the phenomenon is considerably common among bottom of the pyramid (defined here as Socioeconomic Classification groups D & E) phone users in India, Pakistan, the Philippines, Sri Lanka and Thailand. But what’s more interesting, is that the phenomenon was seen as being used more or less to the same extent in the ‘middle and top of the pyramid’ (defined in the study as Socioeconomic Classification groups A, B & C). This held true for phone owners in all five countries studied – Pakistan, India (with some of the lowest per minute call rates in the world), Sri Lanka, Philippines and even Thailand (the country with the highest per capita GDP among the set of countries studied).
Paper titled ‘Wireless Mesh Networking as a means of connecting rural communities: advantages, constrains and challenges – an analysis based on a case study from rural Sri Lanka’ co-authored by Chanuka Wattegama (LIRNEasia) and Rehana Wijesinghe (Enterprise Technology) has been accepted to be presented at the Wireless World Research Forum Meeting to be held 5-7 November, Chennai, India.  The objectives of this paper are to discuss the appropriateness of Wireless Mesh Networking in a rural environment in empowering the community, the design and implementation challenges and how they were addressed, related policy issues including the unlicensing of 2.4 GHz and 5.1 GHz bands and explore the possibilities of replicating the Mahavilachchiya model.  WWRF (http://www.

No progress on dam safety in Sri Lanka

A member of the Presidential Commission on the Tsunami has written an informative article on floods, dam breaches and the lack of warning about them. Twenty one years after Kantale, 2.5 years after the tsunami, 1.5 years after we handed over our extensive report on dam safety to the Disaster Management Center, more sensible writing on the subject. The analysis is done, the remedies known, now is the time for implementation.
We assume that the failure of the Hikkaduwa tower will be examined as part of the comprehensive review the Minister has called for. The important thing is to think about warning as a chain with many links. If one link breaks, the chain breaks. The conclusions are that one must minimize the number of links and ensure that each is link is robust. It appears from the story that a link in the Galle district failed.

Review of tsunami warning/alert

The Minister is to be commended for initiating the review of the alert process that went from alert to evacuation in minutes. Sri Lanka News | Online edition of Daily News – Lakehouse Newspapers Disaster Management Minister Mahinda Samarasinghe, called for an immediate review of the tsunami alert process that was put into operation on September 12 to learn from the experience and refine procedures the Disaster Management and Human Rights Ministry in a release said.He stated that the successful exercise could prove a platform for future improvements to the early warning process making it more effective and efficient.
The HazInfo paper titled “Last-Mile Hazard Warning in Sri Lanka: Performance of WorldSpace Satellite Radios for Emergency Alerts”, coauthored by Srinivasan Rangarajan, PhD (Senior Vice President Engineering, WorldSpace), Peter Anderson (Associate Professor, Simon Fraser University), Gordon Gow, PhD (Assistant Professor, University of Alberta), and Nuwan Waidyanatha (Project Manager, LIRNEasia) was accepted for oral/poster presentation at the Wireless Personal Multimedia Communications (WPMC) at The Birla Science and Technology Center in the heart of Jaipur, India, December 03 – 06, 2007. WorldSpace, a lead technology partner in the HazInfo research project, field tested 16 Addressable Radios for Emergency Alerts (AREAs) in the Sarvodaya Communities and 34 AREAs in the Sarvodaya District Centers. Although the AREA solutions lacked bi-directional communication and seemed the least effective, the AREA solution proved to be the most reliable that worked with utmost certainty and greatest efficiency even when GSM and CDMA cells were deactivated for over 2 months, at the beginning of this year, during military operations in the conflict prone North-East regions of Sri Lanka. This past weekend I spoke at the second Knowledge Forum for journalists organized by Sri Lanka Telecom Limited, Sri Lanka’s largest fixed and broadband service provider in Habarana. Over 40 journalists from print and electronic media participated in this two and a half day event. A majority of speakers were from within the Company, but they had invited 3-4 speakers including me to speak on related subjects. I made a presentation on Teleuse@BOP and also participated in an interesting discussion about congestion around the time of some form of “disaster” event, such as the recent false warning on a tsunami. In LIRNEasia’s thinking, the media play an extremely important role in policy and regulation, because they constitute the symbolic environment within which stakeholders act.
It has been a practice at LIRNEasia to write an assessment of the responses to potentially tsunamigenic events in the region. We commented on Nias and Pangandaran. Now that the discussion on the response is starting, here is our take: Lessons from the Sri Lanka tsunami warnings and evacuation of September 12-13, 2007 The tragedy of the 2004 Indian Ocean tsunami was the absence of any official warning. The September 12th Bengkulu earthquake shows that this is unlikely to be the case in the future. Talking CAP in Harbin, ISCRAM-CHINA 2007

Common Alerting Protocol (CAP) was the talk of the town in Harbin at the ISCRAM-CHINA workshop, which took place August 26-27, 2007. The event was jointly organized by the ISCRAM-Community and the School of Economics and Management – Harbin Engineering University. The workshop was a post-conference meeting to the International Disaster Reduction Conference (IDRC), which took place 21-25 August, 2007. LIRNEasia project manager, Nuwan Waidyanatha, was 1 of 2 Sri Lankan delegates invited to present a research paper and the other was Chamindra De Silva of Lanka Software Foundation – Sahana Project. LIRNEasia presentation titled “Common Alerting Protocol Message Broker for Last-Mile Hazard Warning System in Sri Lanka: An Essential Component” was 1 of 115 papers published in the workshop proceedings.

But it is an objection to certain kinds of counterproductive and unfair taxes: the kinds of taxes that are to be debated in Parliament on the 6th of September, specifically: • The tripling from 2.5 percent to 7.5 percent of the “Cellular Mobile Telephone Subscriber Levy” on the phone charges paid on every one of 5.9 million plus mobile SIM cards in operation; and • The imposition of a regressive, usage-insensitive 50 rupee tax on the above mobiles subscriptions.
