Sri Lanka warning tower fails

It is asked in one of Sri Lanka’s aphorisms whether the sword that is not ready for war is to be used for cutting kos (jack fruit)? That is the same question we have to ask the Ministry of Disaster Management about its warning towers. When oh when, will the Ministry realize that these towers are a colossal waste of money and put its weight behind DEWN and cell broadcasting? But in Sri Lanka’s southern coastal village of Godawaya, a tsunami warning tower failed to emit a siren. Local fishermen who had stayed home to take part waited for a few hours and decided to go to work.
Maldives, a country of 1,192 islands and 290,000 citizens, is highly dependent on its natural resources. Along with tourism, which provides more than 30 percent of the country’s income, fisheries and agriculture are essential to livelihoods on the country’s 199 inhabited islands. The December 2004 tsunami affected many of its islands and wrought considerable devastation to its infrastructure, particularly telecom. Not only did it destroy shelters, but it affected five major nodes, disrupted service to 13 atolls (163 islands), destroyed power systems and batteries, and damaged radio equipment. Can early warning help save lives?
Lots of people talk about predicting earthquakes. Here’s the science. Why should we be in interested in earthquake prediction? Because we live in a bad neighborhood: there has been a tsunamigenic earthquake every year, except 2008, since 2004 in the Sunda Trench. Until the prediction issue is resolved all we can do is focus on warning and preparedness.
Impressive science is being produced as a result of the 2004 Indian Ocean tsunami. The focus now must be on creating systems within national governments that will allow the best use of science. Modeling data on projected tsunami arrival times (if any) were available to all on September 12, 2007. There is no evidence that the government’s hasty evacuation order took into account any of this information. A new mathematical formula that could be used to give advance warning of where a tsunami is likely to hit and how destructive it will be has been worked out by scientists at Newcastle University.
Four years to history, ‘Your tears are mine’ (see below) was my reaction to Asian tsunami. Reproduced in multiple sites, it was recited once in a remembrance event. Though written more in a Sri Lankan context, let me pick it again today, to remember all 225,000 lives lost, in the worst tsunami in recent history – that caused vast damage to four countries LIRNEasia closely works in, Indonesia, Sri Lanka, Thailand and India. Not my every wish was granted. The aftermath of tsunami, instead of creating a division-free society demonstrated how pathetically the disparities were amplified.
One and a half years after the 2004 Indian Ocean tsunami, the government of Sri Lanka stated that it had obtained funds for three warning towers and was on track to build 25 more by the second anniversary: The Ministry has already received funds from UNESCAP to build three tsunami warning towers in the Eastern, Northern and Southern Provinces and hopes to build another 25 towers by December 26 [2006] to mark the second anniversary of the disaster, according to the Times. We were skeptical and we were right. By September 12th, 2007, the day of the last false warning and erroneous government evacuation order, one tower was up. The one tower did not work. So now, one and a half years after that false announcement about 25 towers (and almost four years after the tsunami), we have a Cabinet decision: Cabinet approved a memorandum submitted by the Minister of Disaster Management and Human Rights, Mahinda Samarasinghe and the Minister of Local Government and Provincial Councils, Janaka Bandara Tennekoon, to accept the revised proposal to expand the Emergency Response Systems (ERS) currently in place by upgrading and establishing 14 fire and rescue stations, in addition to the 18 stations developed […]
Mark Wood, who among other things coordinates the group that is working harmonizing the address space for cell broadcasts on mobiles at ITU-T, had an intensive discussion with representatives of Sri Lanka mobile operators at a meeting organized at very short notice by LIRNEasia on 2nd of October 2008. He was on his way back from a successful visit to Male to speak at a cell broadcasting workshop co-organized by LIRNEasia and the Telecom Authority of Maldives. Why is harmonization important? Coastal areas are vulnerable to rapid-onset, broad-spectrum hazards such as tsunamis and cyclones. Coastal areas also attract large numbers of tourists.
Yesterday, 5 March 2008, LIRNEasia, with its Indonesian partner, the Indonesian Institute for Disaster Preparedness (IIDP), held the final HazInfo workshop at the Hotel Borobudur in Jakarta, Indonesia. The “Sharing Knowledge on Disaster Warning: Community-based Last-Mile Warning Systems” workshop included several highlights such as a testimonial from an Aceh survivor of the 2004 Indian Ocean Tsunami; informative presentations from the Indonesian Institute of Science (LIPI), KOGAMI Padang, GTZ-GITEWS, Bureau of Meteorology and Geophysics (BMG) and the University of Syiah Kuala, Aceh. The workshop encouraged animated discussion on the importance of community-based early warning systems, training, and the necessity for information to follow warning.
“Scientists have long believed tsunamis form from vertical deformation of seafloor during undersea earthquakes. However, seismograph and GPS data show such deformation from the 2004 Sumatra earthquake was too small to generate the powerful tsunami that ensued. Song’s team found horizontal forces were responsible for two-thirds of the tsunami’s height, as observed by three satellites (NASA’s Jason, the U.S. Navy’s Geosat Follow-on and the European Space Agency’s Environmental Satellite), and generated five times more energy than the earthquake’s vertical displacements.
Governments need to pay more attention to the costs of false warnings.  It’s not that this has not been said before.  But now we have real evidence from the region. National Disaster Management Guidelines Released “We all know that India like any other nation in the world has its own share of vulnerability, risk and its capacity to respond to the disasters. The equations of these three factors can be well visualized in some of the worst disasters of the past – the Super Cyclone in Orissa in October 1999, the Bhuj earthquake in January and Tsunami in December 2004. All these revealed the mass casualty potential of natural disasters. ” “The underlying message is whether it is natural or manmade, these disasters have the potential of causing mass casualties and we need to address these issues squarely. We need to adopt multi-disciplinary and multi-sectoral approach for prevention/mitigation strategies so as to develop capacities to improve response.

Review of tsunami warning/alert

The Minister is to be commended for initiating the review of the alert process that went from alert to evacuation in minutes. Sri Lanka News | Online edition of Daily News – Lakehouse Newspapers Disaster Management Minister Mahinda Samarasinghe, called for an immediate review of the tsunami alert process that was put into operation on September 12 to learn from the experience and refine procedures the Disaster Management and Human Rights Ministry in a release said.He stated that the successful exercise could prove a platform for future improvements to the early warning process making it more effective and efficient.
It has been a practice at LIRNEasia to write an assessment of the responses to potentially tsunamigenic events in the region. We commented on Nias and Pangandaran. Now that the discussion on the response is starting, here is our take: Lessons from the Sri Lanka tsunami warnings and evacuation of September 12-13, 2007 The tragedy of the 2004 Indian Ocean tsunami was the absence of any official warning. The September 12th Bengkulu earthquake shows that this is unlikely to be the case in the future. We have seen that the new institutions created since the 2004 tsunami have the will and the capacity to act.

Tsunami kills in Solomans

A tsunami has swept ashore in the Solomon Islands after a strong undersea earthquake in the South Pacific. Initial reports from outlying, remote areas say at least eight people have been killed, but local officials fear the death toll could rise further. The National Disaster Council chairman told reporters that some villages had been “completely wiped out”. Tsunami warnings have also been issued for Papua New Guinea, north-east Australia, and other nearby islands. Full story
Sahana, an entirely volunteer effort to create technology for managing large-scale relief efforts, is the recipient of the 2006 Free Software Foundation Award for Projects of Social Benefit. Sahana was created by the Lanka Software Foundation, in the wake of the tsunami that devastated Southeast Asia in 2004, to compensate for the devastating consequences of a government attempt to manually manage the process of locating victims, distributing aid and coordinating volunteers.The Free Software Award for Projects of Social Benefit is presented to a free software project that intentionally and significantly benefits society through collaboration to accomplish an important social task. Sahana is built completely on donated funds and volunteer effort coordinated by Lanka Software Foundation. It has been officially deployed by the governments of Sri Lanka, Pakistan, the Philippines, and Indonesia.
There is a growing call for the use of open source content standards for all-hazards, all-media alert and notification systems. Content standards such as Common Alerting Protocol (CAP), Emergency Data Exchange Language (EDXL) and others promise to improve the interoperatiblity of hazard information systems at both the internetworking and last-mile stages of distribution. Despite the promise that these standards hold for improved disaster management, there is limited understanding of specific implementation issues and challenges associated with the use of content standards for last-mile alert and notification system. This is especially the case in developing countries, such as Sri Lanka, where community-based hazard information systems are being introduced to complement and extend the functionality of national and regional systems.
